Tài Liệu 19/11/2007 TÀI LIỆU TÌNH BÁO VỀ VỤ CSVN BÁN NƯỚC (Vài sự kiện dẫn đến bán nước của csvn) Sau vụ CSVN bán nước cho Trung Cộng, theo lời ông Hoàng Minh Chính cho biết thì không ai biết được ai trong bộ chính trị đã ký tên trong vụ bán nước nầy . Bộ chính trị CSVN đã dấu nhẹm chuyện nầy và BÍ MẬT ĐÃ được BẬT MÍ và sau ñây là những diễn biến về cuộc BÁN NƯỚC NHƯ SAU:

1) Lê Khả Phiêu bị Trung Quốc gài Mỹ Nhân Kế lấy cô Trương Mỹ Vân (Cheng Mei Wang) lúc Lê Khả Phiêu sang thăm Trung Quốc năm 1988 và sanh được một bé gái. LKP không đem con về vì sợ tai tiếng đưa đến nhiều lần Trung Cộng gửi văn thư đòi lấn vùng biển vào tháng 1 năm 1999. đồng thời đòi ñưa ra ánh sáng vụ nầy nếu LKP không hợp tác. Và buộc Lê Khả Phiêu phải hạ bút ký bản hiến biển ngày 30 tháng 12 năm 1999.

2) Ngày 31 tháng 12 năm 1999 phái đoàn Trung Quốc cầm đầu do ông Tang Jiaxuan và tình báo TQ sang Việt Nam, họ gặp kín ông Lê Khả Phiêu bàn thêm về vấn đề hiến ñất .

3) Ngày 25 tháng 2 năm 2000, Lê Khả Phiêu phái Nguyễn Duy Niên sang Trung Quốcông Nguyễn Duy Niên cho biết Lê Khả Phiêu đã đồng ý việc hiến thêm đất. Trung Quốc nghe tin rất hoan hỉ mở tiệc chiêu đãi Nguyễn Duy Niên một cách nồng nhiệt với nhiều Cung Tần Mỹ Nữ ở nhà khách Diao-yu-tai ăn nhậu cùng ông Ngoại Trưởng Tang Jiaxuan.

4) Bộ Trưởng Trung Quốc Tang Jiaxuan gửi thư kín nhắn tin muốn gặp Bộ Trưởng CSVN tại ThaiLand khi ông viến thăm nước nầy. Ngày 26 tháng 7 năm 2000. Ông Nguyễn Duy Niên đáp chiếc Air Bus bay từ phi trường Nội Bài vào lúc 6 giờ 47 sáng sang ThaiLand gặp Bộ Trưởng Ngoại giao Trung Quốc tại khách sạn Shangri-La Hotel Bankok phía sau phòng Ballroom 2. Cuộc gặp rất ngắn ngủi. Tang giao cho Niên một chồng hồ sơ đòi CSVN hiến thêm đất, biển trong hồ sơ ghi rõ TQ ñòi luôn 50/50 lãnh hải vùng Vịnh Bắc Việt, ñòi VietNam cắt 24,000
sp Km vùng biển cho TQ. Ngày 28 tháng 7 bộ chính trị nhóm chóp bu họp kín.

5) Sau hai tháng họp kín và bàn bạc. Bộ chính trị CSVN cử Phan Văn Khải qua gặp mặt Lý Bằng.

Phan Văn Khải bay chuyến máy bay sớm nhất rời Việt Nam ngày 26 tháng 9 năm 2000 qua Bắc Kinh và được xe Limo chở từ phi trường Bắc Kinh về Quảng Trường Nhân Dân vào trưa hôm ñó. Nhìn thấy mặt Khải tỏ vẻ không hài lòng và hoang mang về vụ hiến đất (điều nầy chứng tỏ Khải không rõ chuyện nầy). Lý Bằng cho Khải biết là hai tay Lê Khả Phiêu và Giang Trạch Dân đã gặp nhau 2 lần cho vụ hiến đất rồi. Lý Bằng ôm chặc PVK và khen ñảng CSVN làm việc rất tốt và ông cho biết là đã có Nông đức Mạnh (lúc ñó là chủ tịch Quốc Hội DCSVN) đã đi dêm sang Trung Quốc vào tháng 4 năm 2000 và Lý Bằng đã gặp lại Nông đức Mạnh, vào tháng 8 năm 2000 ở New York Hoa Kỳ.

Lý Bằng cho biết Nồng đức Mạnh phải được cử làm Tổng Bí Thư đảng CSVN sau khi Lê Khả Phiêu xuống, nếu không thì sẽ bị Trung Quốc 'đòi nợ cũ' . Khải trước khi về vẫn khước từ vụ hiến vùng biển VN và nói với LB là sẽ xem lại sự việc... Lý Bằng nhăn mặt bắt Khải ngồi chờ, vào gọi điện thoại, nói gì trong đó và trở lại nói là Chủ Tịch Giang Trạch Dân muốn gặp Khải tại Zhong-nai-hai và sau đó Khải được đưa đi gặp GTD và cho ông Zhu Rongji hù dọa Khải nói: 'Trung Quốc đã nắm trong tay Lê Khả Phiêu, Nông đức Mạnh ...nếu không nghe lời TQ Khải sẽ bị tẩy chay và coi chừng bị 'chích thuốc'.

Khải cúi đầu và run sợ, sau đó đòi về. Trước khi Khải về, một lần nửa Giang Trạch Dân nhắn Khải gửi lời thăm Lê Khả Phiêu và Nông đức Mạnh chứ không nhắc tới tên người khác trong Quốc Hội CSVN. Khải không được khoản đải như một vị quốc khách vì tính tình bướng bỉnh vì không nghe lời đàn anh ...

(6) Vào ngày 24 tháng 12 năm 2000 , Thứ Trưởng Bộ Ngoại Giao VN Lê Công Phụng được Trần đức Lương phái âm thầm đến Trung Quốc gặp ông tình báo của Trung Quốc là ông Hoàng Di, ông nầy là cánh tay phải của Bộ Trưởng Ngoại Giao Trung Quốc. Ông ta nói tiếng Việt rất rành. Hai bên đã gặp nhau ở một địa điểm X gần biên giới Việt, (Tỉnh Móng Cái Việt Nam).

Theo bản báo cáo cho bộ chính trị CSVN, ông Lê Công Phụng Cho biết lúc đầu ông Hoàng Di vẫn khăng khăng đòi chia 50/50 với Việt Nam về vùng biển Vịnh Bắc Việt 'Beibu Bay' đòi lấy luôn dảo Bạch Long Vĩ,  sau đó ông Phụng, được bộ chính trị dặn trước là xin lại 6% của Vùng biển gần khu vực Bạch Long Vĩ vì đã được lâu đời là của Việt Nam . Kết Qủa cuộc đi đêm Việt Nam còn lại 56% Vịnh Bắc Việt và mất đi 16,000 sq Km vùng vịnh cho Trung Quốc.

7) Ngày 25 tháng 12 năm 2000, ông Trần đức Lương rời Hà Nội qua Bắc Kinh gặp Giang Trạch Dân và được đưa về Thành Bắc của Quảng Trường Nhân Dân, theo tài liệu lấy được của tình báo Trung Quốc. Trần đức Lương và Lê Khả Phiêu chính thức quyết định thông qua bản hiệp ước hiến đất bất chấp lời phản đối của Khải và nhiều người trong quốc hội.
Phe thân Nga và Phe Miền Nam đã không đủ sức đấu với Lê Khả Phiêu và Trần đức Lương. Bản hiến chương hiến đất cho Trung Quốc được chính Giang Trạch Dân và đảng CSTQ trả cho số tiền là 2 tỉ US Dollar được chuyển cho Việt Nam qua hình thức đầu Tư.

8) Ngày 26 tháng 12 năm 2000 vào lúc 2 giờ trưa, Lý Bằng ñược cận vệ đưa tới gặp Trần đức Lương ở Quảng Trường Nhân Dân (QTNN). Lý Bằng cho Lương biết là số tiền 2 tỉ dollar để mua 16,000 sq km vùng vịnh Beibu của Việt Nam là hợp lýTrần đức Lương cám ơn đảng CSTQ về số tiền nầy. Số tiền 2 tỉ đồng nầy được Lương đem về để làm bớt sự phẩn nộ của Khải, Kiệt và những nhân vật khác trong quốc hội CSVN.

Ông Lý Bằng nhắc lại chuyện Trung Quốc đã bán vũ khí và hổ trợ cho đảng CSVN trong thời gian chiến tranh và số nợ trên Trung Quốc dùng để trao đổi mua lại vùng đất Bắc Sapa của Việt Nam, Ải Nam Quan, Bản Dốc, Cao Bằng... Thêm lần nữa Lý Bằng chỉ gửi lời thăm Lê Khả Phiêu và Nông đức Mạnh !. Sau đó Lương được mời lên xe Limo và đưa về Zhong-nan-hai để gặp Zhu Rongji . Zhu Rongji không nói gì khác hơn là nhắc lại số tiền 2 tỉ đồng sẽ được giao cho Việt Nam sau khi Lương trở về nước.

9) Ngày 26 tháng 2 năm 2001 Nguyễn Mạnh Cầm bay sang Trung Quốc để gặp ông Qian Qichen tại đảo Hải Nam. Nguyễn Mạnh Cầm cám ơn Trung Quốc đã mua vùng Vịnh Bắc Việt của Việt Nam (Beibu Bay) với giá 2 tỉ US Dollar.

China and Vietnam Sign Land Border Treaty 2000/11/15
General Secretary Le Kha Phieu Met with Foreign Minister Tang Jiaxuan. On December 31, 1999, General Secretary of the Communist Party of Vietnam Le Kha Phieu met with Chinese Foreign Minister Tang Jiaxuan in Hanoi, during which Foreign Minster Tang conveyed the cordial greetings from President Jiang Zemin. He indicated that we had just experienced an important moment in the history of the Sino-Vietnamese relations. The Treaty of Land Border between China and Vietnam had been officially signed at long last after 20-plus years of negotiations. This was a major event that merited celebration in the bilateral relations. He attributed the settlement of land border disputes, first and foremost, to the foresight and able guidance of the leaders of the two countries, the General Secretaries of the Communist Parties of the two countries in particular who pointed out the direction for and gave impetus to the negotiations. Your contributions were irreplaceable. The official signing of the Treaty of Land Border symbolized that we would bring peace, amity and stability along the land border between the two countries into the 21st century. This would not only benefit the two peoples and the coming generations, but also contribute to the advancement of the relations between the two countries and two parties, the bilateral cooperation in all dimensions and peace and stability of the region at large. The achievements of the land border negotiations had been hard-won. This would provide an example for the settlement of the questions left over from history between the two countries. At the same time, it also demonstrated to the world that China and Vietnam were capable of resolving all the outstanding questions left over from history through friendly consultations.

General Secretary Le Kha Phieu said that the signing of the Treaty of Land Border was of great significance to the friendly relations and cooperation of the two countries built on the basis of mutual-trust and was the result of the painstaking efforts of both sides.
It marked a step forward in the good-neighborly, friendly relations of solidarity of the two countries and would exert positive impact to peace and stability of the region. Foreign Minister Tang Jiaxuan said that the relations between the two countries and the two parties were enjoying sound momentum of development. Mutual trust was enhanced and solidarity stepped up through the frequent contacts of state and party leaders, which played a guiding role in the furtherance of the relations between the two countries and two parties.
He went on to say that mankind would embark on a new millennium in some 10 hours' time. We should value all the more the peaceful environment, which did not come easily and treasure the traditional friendship between the two countries, the two parties and the two peoples.
We had every confidence that the 21st century would see even better Sino- Vietnamese relations. General Secretary Le Kha Phieu indicated that one of the highlights of Vietnam- China relations was that the leaders of the two countries reached an agreement on putting a complete end to the past and building a future featuring friendship and mutual trust. It was the consistent policy of Vietnam to develop good- neighborly and friendly cooperation with China.
The friendship between Vietnam and China would enjoy further development and would be carried on generation after generation. The spirit of cooperation manifested during the land border negotiations was bound to give impetus to the development of bilateral relations in all the fields. Meanwhile, we would move up the settlement of other outstanding questions left over from history between the two countries by drawing on the experience of this round of negotiations.
The two sides also exchanged views on the current regional and international situations. General Secretary Le Kha Phieu thought highly of the independent foreign policy of peace pursued by China and expressed appreciation to China that attached importance to the development of good-neighborly and friendly relations with its surrounding countries. He maintained that Vietnam was not in favor of a uni-polar world, and the world should be characterized by variety. General Secretary Le Kha Phieu asked Foreign Minister Tang Jiaxuan to convey his best wishes to General Secretary Jiang Zemin and other Chinese state and party leaders. Prior to this, Foreign Minister Tang Jiaxuan met with President Tran Duc Luong of Vietnam... Tang conveyed the warm regards from President Jiang Zemin, to which President Tran Duc Luong expressed his gratitude. He also expressed his belief that the Chinese people would achieve greater success in the new century under the leadership of President Jiang Zemin.
++++++++++++ ++++++++ Chinese Foreign Minister Tang Jiaxuan and Vietnamese Deputy Prime Minister and Foreign Minister Nguyen Manh Cam signed the Treaty of Land Border between China and Vietnam in Hanoi on December 31, 1999 on behalf of their respective countries. With the signing of the treaty, all outstanding issues relating 
to the land border between China and Vietnam have been resolved.

Among those who attended the signing ceremony were Vietnamese Prime Minister Phan Van Khai and Wang Yi, head of the Chinese delegation for China-Vietnam land border negotiations and Chinese Assistant Foreign Minister.

Prior to the signing ceremony, Prime Minister Phan Van Khai met with Chinese Foreign Minister Tang. At the meeting, Tang said he and Comrade Nguyen Manh Cam had officially signed the Treaty of Land Border between China and Vietnam, thus having fulfilled the glorious task assigned by the two countries' leaders. Recalling all rounds of negotiations on land border between the two countries, Tang attributed the removal of numerous difficulties, the complete settlement of remaining disputes and the timely signing of the treaty, first and foremost, to the very attention and guidance given by leaders of the two parties and countries. He also attributed the success to the consistent efforts made by the two countries' delegations and working groups in charge of land border negotiations. China and Vietnam are close neighbors, and to bring peace, amity, cooperation and stability along the land border between the two countries into the 21st century conforms to the common aspirations of the two peoples and serves the fundamental interest of the two countries, Tang said. It will also contribute significantly to regional peace and stability.

Vietnamese Prime Minister Khai described December 30, 1999 as a red-letter day when China and Vietnam officially signed the Land Border Treaty, fulfilling the task assigned by the General Secretaries of the two parties. It was a big event of great historic significance in the relations between Vietnam and China. It was his strong belief that the event would contribute to further promoting the friendly and cooperative relations between the two countries well into the 21st century. Foreign Minister Tang conveyed the warm regards from Chinese Premier Zhu Rongji to Prime Minister Khai.

Earlier in the day, Foreign Minister Tang also met with Vietnamese Deputy Prime Minister and Foreign Minister Nguyen Manh Cam. On the morning of the very day, Chinese Assistant Foreign Minister Wang Yi and Vietnamese Permanent Deputy Foreign Minister Vu Khoan, head of the Vietnamese delegation for negotiations, reviewed land border negotiations between the two countries and initialed the land border treaty.
