Senator Janet Nguyen calls on President Obama to discuss human rights during summit with the Association of Southeast Asian Nations (ASEAN)
 
(Sacramento, CA) Today, Senator Janet Nguyen sent a letter to President Barack Obama requesting that he discuss ongoing human rights abuses in Southeast Asia when he convenes a summit with government leaders from the Association of Southeast Asian Nations. In addition to the letter, Senator Nguyen introduced Senate Joint Resolution 59, which formally calls on the President to introduce this critical topic as part of the summit's agenda.
 
"I respectfully request that you assist the people of these Southeast Asian nations by using your authority as the President of the United States to emphasize that any agreement with the United States must carry protections of even the most basic human rights, particularly for agreements discussed on our soil in California," said Senator Janet Nguyen.
 
On February 15th and 16th, President Obama will host leaders of Southeast Asian counties for an unprecedented summit at the historic Sunnylands estate in Rancho Mirage, marking the first time that the United States will host Southeast Asian leaders on American soil.
 
The Association of Southeast Asian Nations (ASEAN) was established in 1967 to promote economic growth, social progress, cultural development, regional peace and stability, as well as collaboration and mutual assistance. According to a 2015 White House press release announcing the event, the upcoming U.S. ASEAN Summit seeks to strengthen cooperation on political, security and economic issues. Representatives of Vietnam, a member of ASEAN, are expected to attend generating great displeasure among Vietnamese-Americans, many of whom fled Vietnam in search of freedom.
 
"The Vietnamese government has shown no willingness to abide by international standards for human rights. Despite cries for justice, journalist, bloggers and activist continue to face intimidation and arbitrary arrest without due process," said Senator Janet Nguyen. "I understand President Obama's desire to promote cooperation in Southeast Asia but real progress cannot be made with nations that deny the most basic freedoms to their citizens."
 
About Senator Janet Nguyen
Senator Janet Nguyen was overwhelmingly elected to represent the residents of California's 34th State Senate District in 2014. With this victory, Senator Nguyen became the first woman elected to represent the 34th Senate District and the first Vietnamese-American in the country to be elected to the State Senate. Senator Nguyen is the highest-ranking Vietnamese American elected official in the United States.
 
The 34th State Senate District includes the cities of Fountain Valley, Garden Grove, Los Alamitos, Santa Ana, Seal Beach, Westminster, the unincorporated communities of Midway City and Rossmoor, as well as portions of Anaheim, Huntington Beach, Long Beach, and Orange.

RECOMMENDATIONS TO THE HEADS OF STATE
AT THE UNITED STATES-ASEAN SUMMIT IN CALIFORNIA
         
 Your Excellencies:
          According to White House press release, the US government will host leaders from the Association of Southeast Asian Nations at Sunnylands in Rancho Mirage, California on February 15-16, 2016.  The purpose of this summit is to “build on the deeper partnership” between the United States and ASEAN “toward stability, prosperity, and peace in Southeast Asia and to strengthen cooperation on political, security, and economic issues.”
 
          On February 10, 2016, Human Rights Watch has mentioned ASEAN countries that continue to suppress their own people’s civil rights, including Vietnam, and advised President Obama to keep human rights issue as on the top of the Conference.
          On this occasion, we, representatives of the National Council for Liaison of Vietnamese in Vietnam and Overseas, respectfully bring to your attention the issues related to the human rights situation in Vietnam and the insecurity in the South China Sea.
          Ladies and gentlemen,
          1. At the present time, the Vietnamese authorities are still a dictatorship and a totalitarian regime that deprived their citizens of all fundamental freedoms, persecuted, arbitrarily detained and unfairly judged democracy activists who demand, human rights and justice, and who objected against the 9-dotted line on the South China Sea. These violations of the Communist government have been reported by Human Rights organizations.
          2. The United States is creating the Trans-Pacific Partnership (TPP), to provide opportunities for developing countries to participate and bring benefits to their people. However, the Vietnamese authorities continues the so called “market economy with socialist orientation", for the purpose of holding to their powered and enriching the ruling party, thereby creating unjust society where the majority of people still live in poverty. Besides, Hanoi government also uses various tactics to prevent workers from forming the independent unions.
          3. On regional security, the Chinese government has unilaterally claimed sovereignty over 90% of the East Sea (so-called South China Sea), has taken by force many groups of Islands that belong to Vietnam and other Southeast Asian countries. China has constructed artificial islands defying international law, built up their military presence, and threatened the security of the Southeast Asia and the Pacific Rim region, including the United States.
          In addition, the Beijing government also aims at undermining the economy of the Southeast Asian countries, creating instability in the region.
           Therefore, we, the representatives of the National Council for Liaison of Vietnamese In Vietnam and Overseas respectfully petition you:
          1. To put pressure on the Communist government in Vietnam to respect the fundamental freedoms of the people of Vietnam, including freedom of religion, freedom of speech, freedom of the press, freedom of association, to release immediately and unconditionally all prisoners of conscience, and all political prisoners and all unjustly sentenced dissidents.
          2. To build an alliance to defend the sovereignty of the countries of Southeast Asia, to prevent unauthorized expansion of any other country in the South China Sea and the East Asian Seas; all disputes should be resolved in peace and international law.
          3. To apply strictly conditions for the respect for human rights and workers' rights in the Trans-Pacific Agreement, to apply sanctions in case of infringement conditions, so that all peoples in the region may benefit the prosperity brought by the Treaty.
          Finally, we wish you for the 2016 New Year Wellbeing and Prosperity. We wish a very fruitful Conference.

          Kính thưa quý vị Nguyên Thủ Quốc Gia tham dự Hội Nghi,
 
          Theo thông cáo của tòa Bạch Ốc Hoa Kỳ, chính phủ Hoa Kỳ sẽ tổ chức hội nghị thượng đỉnh Mỹ - ASEAN tại Sunnylands, Rancho Mirage, California trong hai ngày 15-16 tháng 2, 2016 nhằm mục đích tăng cường sự hợp tác giữa Hoa Kỳ và 10 nước Đông Nam Á trong mục tiêu tái cân bằng lực lượng tại vùng Á Châu Thái Bình Dương, đặc biệt trong các lĩnh vực chính trị, an ninh và kinh tế mà Hoa Kỳ đã có nhiều nỗ lực trong gần 40 năm qua.
          Ngày 10-2-2016, tổ chức theo dõi nhân quyền Human Rights Watch đã liệt kê một số quốc gia vẫn tiếp tục đàn áp người dân trong đó có Việt Nam và khuyến cáo Tổng Thống  Obama nên đặt chủ đề nhân quyền là trọng tâm của Hội Nghị.
          Nhân dịp này, chúng tôi, đại diện Hội Đồng Liên Kết Quốc Nội và Hải Ngoại Việt Nam  xin kiến nghị đến tất cả quý vị những vấn đề liên quan đến tình hình chính trị tại Việt Nam và sự bất an tại Biển Đông.
 
          Kính thưa quý vị,
 
          1- Vể chính trị, hiện nay, nhà cầm quyền cộng sản Việt Nam vẫn áp dụng chế độ độc tài, toàn trị, tước đoạt các quyền tự do căn bản của người dân, đàn áp, giam giữ tùy tiện và xét xử bất công các nhà hoạt động vì dân chủ, nhân quyền và công lý, vì phản đối đường lưỡi bò 9 điểm vô lý trên Biển Đông. Các cơ quan quốc tế nhân quyền đã tường trình đầy đủ những vi phạm này của chính quyền cộng sản Việt Nam.
          2- Về kinh tế, Hoa Kỳ đang thành hình Hiệp Định Thương Mại Xuyên Thái Bình Dương (TPP), tạo cơ hội cho các nước tham gia phát triển, mang phúc lợi cho người dân. Tuy nhiên, Việt Nam vẫn còn tiếp tục chính sách được gọi là “kinh tế thị trường theo định hướng xã hội chủ nghĩa”, với mục đích nắm giữ đặc quyền đặc lợi, làm giàu cho đảng cầm quyền, do đó tạo bất công xã hội, khiến đa số người dân vẫn sống trong cảnh nghèo khổ. Ngoài ra nhà cầm quyền Hà Nội còn ngăn cản các công nhân thành lập công đoàn độc lập,
          3- Vể an ninh khu vực, nhà cầm quyền Trung Quốc đã ngang nhiên tuyên bố chủ quyền 90% tại Biển Đông, đã và đang xâm chiếm bằng võ lực biển đảo của Việt Nam và các nước Đông Nam Á, xây cất các đảo nhân tạo bất chấp luật pháp quốc tế, tăng cường quân sự, thường xuyên đe dọa nền an ninh của các nước Đông Nam Á và Á Châu Thái Bình Dương, trong đó có Hoa Kỳ.
          Ngoài ra, nhà cầm quyền Bắc Kinh còn dùng thủ đoạn nhằm lũng đoạn nền kinh tế và chính trị của các quốc gia Đông Nam Á, tạo sự bất ổn thường xuyên trong vùng.
 
          Bởi thế, chúng tôi đại diện Hội Đồng Liên Kết Quốc Nội và Hải Ngoại của Việt Nam trân trọng kiến nghị cùng quý vị:
 
          1- Áp lực buộc nhà cầm quyền cộng sản Việt Nam phải chấp nhận các quyền tự do căn bản của người dân, trong đó có quyền tự do tôn giáo, tự do ngôn luận, tự do báo chí, tự do lập hội, để cho hơn 90 triệu người dân được sống xứng nhân phẩm thay vì chỉ củng cố quyền lực và quyền lợi cho đảng cộng sản; phải thả ngay lập tức và vô điều kiện các tù nhân lương tâm, tù nhân chính trị và những người hiện bị quản chế một cách bất công; phải trả lại tất cả tài sản đã chiếm đoạt của các tôn giáo cũng như của người dân.
          2- Liên minh chặt chẽ để bảo vệ chủ quyền của các quốc gia Đông Nam Á, ngăn chặn sự bành trướng trái phép của bất cứ quốc gia nào tại Biển Đông và Biển Đông Á; mọi tranh chấp phải được giải quyết trong hòa bình và luật pháp quốc tế.
          3- Cần áp dụng triệt để các điều kiện về quyền con người và quyền công nhân trong Hiệp Định Xuyên Thái Bình Dương, có kèm theo biện pháp chế tài, để mọi người dân được hưởng những phúc lợi do Hiệp Định mang lại.
          Cuối cùng, chúng tôi kính chúc quý vị nguyên thủ quốc gia một Năm Mới Bính Thân 2016 an khang, thịnh vượng và may mắn. Chúc Hội Nghị thành công.
